Obe - Monarch and Partners is the Consulting Engineers Company and renders consulting services in the fields of water resources development and power engineering.
This company was founded in 1994 with the mandate to learn, supervise the construction of, and operate power facilities and whose technical and administrative staffs are at the disposal of Obe-Monarch and Partners.
Company Structure
Obe-Monarch and Partners has its head office in Lagos, Nigeria.
It is managed by Board of Directors, one
Managing Director and Two Deputy Directors.
On receiving a request for consultancy services, one or more Associating firms specialised in the required disciplines are selected to provide the field and home office staff for the project.
In every project team working home and abroad each member can count not only on the back-up facilities of the Associating firms also on the full support of Obe-Monarch and Partners head office staff. This unifying concept of Obe-Monarch and Partners is a great advantage when carrying out projects abroad and at home.
ORGANISATION
MANAGEMENT
The responsibility for overall coordination,
supervision and control of the activity of Obe-Monarch and Partners is entrusted to the Board of Directors, Managing Board and the Managing Director. Data given in the following are focused to personnel of OBE-MONARCH AND PARTNERS consulting

CONSULTANCY SERVICES
1.1 Preliminary Investigations
Review of all available data and reconnaissance of appropriate sites for planned project, planning of further investigations required (topography, geology, etc), analysis of resources estimates of net economic values to be produced, estimation of costs of construction, operation, maintenance and replacement, analysis of the practicability of planned projects and appraisal of sources of income from which reimbursement of construction costs and payment of annual operation, maintenance and replacement costs will be derived.
1.2 Engineering Design and Definite Cost Estimates
Preparation of design and contract drawings, engineering report with definite cost estimate including bill of qualities and unit price.
1.3 Bidding Procedures
Obe-Monarch and Partners prepares, in accordance with the owner's requirements, all documents necessary for bidding among contractors for all tendered civil works, manufacturers of mechanical and electrical equipment. He Prepares the criteria for selection of the most reliable contractors and manufacturers. Such criteria will be agreed with the owner before being applied.
Obe-Monarch and Partners performs the selection of civil contractors for all main works and manufacturers of required mechanical and electrical equipment.
1.4 Design Control
Checking of all design calculations and drawings is thoroughly carried out by OMP for all civil, hydromechanical, mechanical and electrical works of the project. All design documents are approved by OMP prior to be used for construction or manufacturing. This concerns final design documents in hand and all additional contractors and manufacturers.
1.5 Design Modification
OMP should have authority to make minor alterations of the design as may be necessary or, upon the previously obtained approval of the owner, substantial modifications of the design and the cost of works to comply with the local conditions of the Manufacturer's requirements, as well a any alterations of the original design if encountered more beneficial to the owner and to the successful completion of the works.
1.6 Completion Tests
The tests are carried out under the supervision of Obe-Monarch and Partners. Upon completion of such tests Obe-Monarch and Partners will issue a maintenance certificate recommending the acceptance of the works by the owner.
1.7 Site Supervision
Obe-Monarch and Partners can provide all expert technical advices and skills usually required for the supervision of the works. Where the specialist technical advice or assistance is required, OMP can arrange the provision of such services.
1.8 Checking and Approval of As Built Drawing
Checking and approval of As Built Drawing prepared by the contractors are part of the services rendered by Obe-Monarch and Partners.
1.9 Completion of Works
OMP issues the completion certificate recommending the acceptance of the relevant works by the owner, announcing the beginning of the maintenance period.
1.10 Putting Into Operation
OMP can fulfil all necessary agenda for putting the plant into operation, also issuing the manuals for operation and maintenance.

ITS HISTORY
OBE-MONARCH AND PARTNERS, was established in 12th November, 1994 but commenced business in 1995.
ITS ROLE
Acting as an International Consultancy Organisation, its consultancy range covers the following main areas.
1 Internationalization consultancy, including comparative site studies and assistance in seeking
partners.
2 Project-related concept developments, including the preparation of financing concepts.
3 Operational Consultancy, with pre-investment analyses, business assessment and proposals for management control.
4 Project back-up in conjunction with project financing, that is it back its joint venture partners with advice in commercial, organisational and personnel questions upon request or if required to do so by the economic situation of the project enterprise.
5 Consultancy for quasi-government institutions in promoting private enterprise; including drawing up potential analyses, formulates development strategies and implements promotional measures.

Investment Missions: OBE-MONARCH AND PARTNERS, prospective role is to conduct periodic investment missions to highly developed and industrialised countries offering excellent investment opportunities for Nigerian business. Such missions will be designed to introduce senior overseas business executives to key business leaders, potential joint-venture partners, and high-ranking government officials in the host country.
Opportunity Bank: This computer data system “matches" a Nigerian investors interest with specific overseas opportunities. Nigerian firms seeking joint-venture projects overseas submit a description of their company, the type of investment sought, and the countries of interest. Upon these request, the information is matched against similar information submitted by foreign businesses seeking Nigerian investors.
Techmarts: OBE-MONARCH AND PARTNERS, hope to organise techmarts both in Nigeria and in foreign countries, where the manufacturers of industrial plant, machineries and equipment will have the opportunity of exhibiting their capital good in addition to sealing up joint-venture partnership arrangements.
Technical Management Support: OBE-MONARCH AND PARTNERS, traditionally carried out some diagnostic studies for problem identification and recommendation of solution for ailing industries and allied enterprises.

OBE-MONARCH AND PARTNERS is willing to enter into technical pacts with International Multilateral Organisations (Financing Insititutions inclusive) under the following Memorandum of understanding:
1 Joint Venture partnerships arrangement, turn-key projects, Build-Operate-Transfer(BOT) projects, Package Industrial Plants, and Investment Missions/Techmarts for the main common purpose of privatization and development of the private sector; enterprise development and restructing; development and transfer of technology; foreign investment, and sub-regional co-operation and integration.
2 Technical Management support for the main purpose of industrial maintenance and rehabilitation; human resource development and training; strategic management of Industrial development; and Workshops organisation.
3 Venture Capital for the main purpose of industrial financing; institutional support and infrastructural development.
4 Special Trust Fund Scheme for the main purpose of extension of technical assistance to projects towards their establishment on Build-Operate-Transfer basis.
